3 William Overend was the son of Hall Overend and Ruth Wilson. He was educated at Sheffield Grammar School, and afterwards at Hamburg where he went to learn the German language. His legal education was received at Leeds and London, and after studying physical sciences at Paris he spent two years travelling in Italy, Egypt, Arabia, the Holy Land, Turkey, Russia, and Sweden. He was called to the Bar in 1837 and in 1856 was made a Q.C. He was unsuccessful in contesting the Borough of Sheffield as a Conservative in the elections of 1852 and 1857. He was returned as M.P. for Pontefract in 1859, but had to resign when bribery committed by his agent was proven. He contested Derby in 1868, being beaten by a small majority. In 1864 he sat as chairman of the Inundation Commission assessing damages that resulted from the bursting of the Dale Dyke dam. He gave up his profession in 1870 on account of his increasing deafness.
