4 George Willoughby was the son of John Willoughby and Martha Griffin, Rosnastraw, Tinahely, Co. Wicklow. He had a distinguished career as a policeman in the Dublin Metropolitan Police and the Civic Guard, and retired in 1929 with the rank of Chief Superintendent. The Irish Times published the following account of his career:
“By the retirement of Chief Superintendent George Willoughby, M.A., T.C.D. the Civic Guard has lost its senior member. Mr. George Willoughby has behind him a continuous record of forty-two years’ service in the police forces of Dublin. As a member of the Dublin Metropolitan Police in January 1924, he found himself senior in both rank and service to everyone except the Commissioner. In the following May he was advanced from the rank of Superintendent to that of Hon. Chief Superintendent, and on the amalgamation of the Metropolitan Police and the Civic Guard in April, 1925, he was granted the substantive rank and continued serving in the Metropolitan Division.
Probably no member of the Irish police forces took part in more public functions or in so many exciting events during the period of his service under nine Viceroys, two Governors-General, and six Chief Commissioners. He was in the Leinster Hall, Hawkins street, on the occasion of the anti-Home Rule demonstrations there, when the speakers were the then Marquis of Hartington and Mr. Goschen, and on disturbances taking place outside, Chief Commissioner Harrel took personal charge of the police, being mounted with the D.M.P. troopers.
Mr. Willoughby was on duty at Westland row when the remains of the late Mr. C. S. Parnell were being brought to Dublin for interment, and saw the wooden case, from which the suite of coffins had been taken, broken into splinters by souvenir hunters. The arrest of Mr. T. D. Sullivan, when Lord Mayor, and the welcome accorded Mr. William O'Brien on his release from Tullamore Jail; the visit of Queen Victoria, when she was presented with the keys of the city at Leeson street Bridge ; the railway strike of 1911; and the extensive labour troubles of 1913-14, were all incidents in which he took a part in the course of his duty. In the 1913-14 labour troubles Mr. Willoughby did his longest turn of duty—27 hours—and had experience of the fierce riot, when 47 policemen were wounded.
His last appearance in uniform was in charge of the police at College Green on St. Patrick's Day this year, when the annual parade of military took place before the Minister for Defence.
Since his last promotion Mr. Willoughby has been engaged chiefly in administrative work. He has taken a keen interest in ambulance work, and with the late Station Sergeant Fogarty he initiated a movement for the establishment of reading and recreation rooms in the barracks. He was also engaged in the formation of the Widows’ and Orphans’ Benevolent Fund, and was secretary of the Medical Aid Association (South City).”.
