Donald Yocum BARRER was born on 21 February 1922 in Evanston, Cook County, Illinois, USAG.1 He married Margaret Janet DUNN on 11 September 1943 in Coffryville, Kansas, USAG.1 He died on 12 September 1989, at age 67, in Bethesda, Maryland, USAG.1 He was buried in Arlington National Cemetery, Virginia, USAG.2
His obituary appeared in the 16 Sep 1989 edition of the Washington Post, as follows:

“Donald Barrer, 67, retired chief of the operations research group at the National Security Agency and an expert fly fisherman, died of cancer Sept. 12 at Suburban Hospital. Mr. Barrer, who lived in Rockville, was born in Evanston, Ill. He graduated from Rippon College. He received a master's degree in meteorology at New York University and master's degrees in mathematics and physics at Northwestern University. During World War II, he served in the Army Air Forces as a pilot and meteorologist in the Pacific.

In 1951, he moved to the Washington area. He was an operations research analyst for the Weapons Systems Evaluation Group, the Operations Evaluation Group, the Institute for Naval Studies, the Operations Research Institute and the Institute for Defense Analysis. He joined the staff at NSA in the late 1960s and was founder of the operations research group there. He retired in 1980.

Mr. Barrer had traveled around the world on fly fishing trips. He had given lectures in the Washington area on fly fishing in New Zealand, which is considered one of the world's premier fly fishing locations, and had written articles for sporting magazines on fly fishing. He was a member of the Anglers Club of New York. He was also a former Cub Scout leader and was the founder and first president of the Wildwood Manor Swim Club in Bethesda. Survivors include his wife of 46 years, Margaret Dunn Barrer of Rockville; four children, John Barrer of Vienna, Janet Stearns of Rockville and Thomas Barrer and Elizabeth Hill, both of Gaithersburg, and a sister, Mary Lou Inman of Batchtown, Ill.”.3
